A home in the Town of Ossining can belong to any of three municipal governments. The Town of Ossining's own rate sheet asks taxpayers to begin by choosing between the Village of Briarcliff Manor, the Village of Ossining and the unincorporated Town. Each comes with its own municipal code, and only then do the school and sewer choices follow.
Buyers comparing houses across the Town often look at the village tax line and draw a simple conclusion. A home outside the villages skips an $8.36-per-$1,000 village levy, so it must cost far less to carry. The full bill tells a different story. Across all eight combinations on the Town's September 2026 rate sheet, total consolidated rates fall between $28.25 and $31.95 per $1,000 of assessed value. The unincorporated area pays for its missing village tax mostly through higher town and district charges.
How the Layers Stack, Address by Address
The Town of Ossining Consolidated Rate Sheet from the Receiver of Taxes, dated September 1, 2026, breaks each combination into its parts. The figures below are per $1,000 of assessed value.
| Municipality | School district on the sheet | Village rate | Town/County rate | School rate | Total consolidated rate |
|---|---|---|---|---|---|
| Village of Briarcliff Manor | Briarcliff | 6.18 | 3.90 | 18.18 | $28.25 |
| Village of Briarcliff Manor | Ossining | 6.18 | 3.90 | 19.23 | $29.31 |
| Village of Ossining | Ossining | 8.36 | 4.14 to 4.35 | 19.23 | $31.73 to $31.95 |
| Unincorporated Town | Ossining | none | 9.11 to 10.11 | 19.23 | $28.35 to $29.34 |
The ranges within a single municipality come from sewer service. The sheet sorts properties by town sewer district, county sewer or septic, and the town/county rate moves with that choice. Properties in an unincorporated Town sewer district also add a flat $75 sewer unit charge to the total.
The Town/County column explains most of the pattern. Inside the two villages, that rate runs from $3.90 to $4.35. In the unincorporated Town, it runs from $9.11 to $10.11. Unincorporated owners are paying the Town directly for services the villages provide themselves.
Why Skipping the Village Tax Saves Less Than It Looks
The rate sheet's own worked example uses a $450,000 assessment, and that number makes the gap easy to see. A Village of Briarcliff Manor property with Ossining schools comes to $13,189.16 before exemptions, according to the Town's calculation.
Run the same assessment through the other rows using the rounded rates on the sheet:
- Village of Ossining: about $14,279 to $14,378
- Unincorporated Town: about $12,758 to $13,203, plus $75 in a Town sewer district
- Briarcliff Manor with Briarcliff schools: about $12,713
On that $450,000 assessment, the Village of Ossining's $8.36 rate works out to roughly $3,762 a year. The actual gap between a Village of Ossining bill and an unincorporated bill is about $1,076 to $1,620, depending on sewer service. Higher town and district charges absorb more than half of the village tax a buyer thought they were avoiding.
The Town makes a similar comparison in its 2027 Tentative Budget. Based on 2026 average residential assessments, it puts the average village tax at $7,408.82 in Briarcliff and $4,976.82 in Ossining, and the average unincorporated tax at $3,516.73. The budget notes that the unincorporated figure leaves out special districts. Those districts are where much of the remaining cost sits.
The Receiver of Taxes explains that unincorporated tax bills include Town Unincorporated taxes plus special-district charges for water, sewer, refuse, lighting and fire protection. The Town's 2026 adopted budget lists the light, fire and refuse charges together at $1.23161 per $1,000 and a separate ambulance district at $0.16267. The ambulance district covers residents of both the Village of Ossining and the unincorporated Town.
Water changes the comparison in the other direction. The Village of Ossining supplies filtered water to about 6,000 customers inside and outside its boundaries. It bills most properties quarterly, separately from taxes, and Village customers' sewer charges are based on consumption and appear on that water bill. A fair comparison between two houses has to add the Village water bill to one side and the district charges to the other. Comparing village tax lines alone misses both.
Three Bills, Three Calendars
The transaction detail that most often surprises buyers is timing. Every combination gets a Town/County bill and a school bill, and the two village combinations add a village bill. The rate sheet shows when each new rate takes effect:
- Village of Ossining: the new rate applies to the January 1 tax bill.
- Town/County: the new rate applies to the April 1 tax bill.
- Village of Briarcliff Manor: the new rate applies to the June 1 tax bill.
- School: the new rate applies to the September 1 tax bill.
A Village of Ossining owner pays on a January, April and September cycle. A Briarcliff owner in the Town of Ossining pays on April, June and September. An unincorporated owner has two bills. Each schedule creates different prepaid and unpaid periods on a closing date, so two houses with the same annual tax can produce different numbers on a closing statement.
Each bill date also follows its own budget cycle. The Village of Ossining runs on a calendar fiscal year. It adopted its 2026 budget on December 3, 2025, only weeks before the January bill that carries the new rate. Briarcliff's current fiscal year began June 1, 2026, and its Board of Trustees agendas show tentative budget hearings on April 7 and April 20, 2026. The Town budget is the one still being decided this fall.
What the 2027 Town Budget Puts in Play
Town Supervisor Elizabeth Feldman submitted the 2027 Tentative Budget on October 16, 2026. She describes it as the 15th straight year the Town has met New York State's 2% tax cap. The tentative figures move the two layers in opposite directions. The Town General rate, which every property in the Town pays, falls 2.15% to $0.62849. The unincorporated total rises 0.51% to $4.52212.
The special districts move separately. The tentative budget cuts the Townwide Water rate 96.79%, to $0.00071. The combined Light/Fire/Refuse rate rises 2.03% to $1.25663, the Consolidated Sewer District rate falls to $0.21236 and the Ambulance District rate falls to $0.16109.
Rates are only half the calculation, because assessments are rising too. The supervisor's message reports assessment growth of 4.17% in the Town General area and 1.97% in the unincorporated area. It estimates an average increase of $14.55 for Town General and $459.01 for an average unincorporated property, excluding general and special districts. The Village of Ossining showed the same pattern in 2026. Its rate fell 2.484% to $8.3612, while its total levy rose 2.25% to $26,415,033, according to the Village's adopted 2026 budget. A falling rate does not mean a smaller bill.
The budget also lists the local projects behind the numbers. They include new bathrooms closer to the spray park at Louis Engel Waterfront Park, repairs to the park's fishing piers, improved lighting at the Gerlach Park ballfield and roof work on the Ryder Park and Gerlach Park pavilions. The Town Board will hear a presentation at its November 10 meeting and hold a public hearing on Tuesday, November 24, at 7:30 p.m. at the Birdsall-Fagan Police/Court Facility, 86-88 Spring Street. Adoption is scheduled for December 8.
Pinning Down One Parcel Before an Offer
A listing's town name won't tell you which row of the rate sheet applies, but these offices can:
- Town Assessor: The Town of Ossining Assessor assesses properties in the Village of Ossining, the Village of Briarcliff Manor and the unincorporated Town, and can confirm a property's details.
- Past tax bills: The Town's online tax bill lookup posts Town/County and school bills, searchable by five letters of the owner's last name and five letters of the street name.
- Parcel map: The Village's interactive GIS tool covers parcels in both the Town and the Village and shows sanitary and storm sewer information. The Village describes its map data as advisory.
- Briarcliff's other half: Westchester County notes that Briarcliff Manor doesn't do its own assessments and directs users to the Town of Mount Pleasant or Town of Ossining rolls, so some Briarcliff parcels aren't on the Ossining rate sheet at all.
The municipality also determines who issues permits for future projects. The Town Building Department covers only the unincorporated area, and the Village Building Department enforces Village ordinances.
FAQ
Does the rate sheet show my actual tax bill? It shows rates before exemptions. The Town's instructions are to divide the assessment by 1,000, multiply by the consolidated rate and then subtract any STAR exemption for an owner-occupied home. Basic STAR is listed at $1,371.21 for the Briarcliff Manor school district and $1,393.91 for the Ossining school district.
Are the 2027 Town numbers final? No. They are tentative until the Town Board adopts the budget, which is scheduled for December 8, 2026.
Is the Village of Ossining water bill part of my taxes? No. The Village bills water separately, usually quarterly, and its customers' sewer charges appear on that bill.
